SEAWALL COMMITTEE VOTES IN RECOMMENDATIONS ON DPW SEAWALL RELATED ARTICLES
The Marshfield Seawall Committee voted in their recommendations on the three seawall related articles at their March 2nd meeting. The committee, which consists of seven members with one associate member, voted unanimously on the three recommendations. The articles and recommendations read as follows:
DPW Special Town Meeting Article 1
Will the Town vote to transfer from available funds and/or authorize the borrowing of a sum of money to defray the costs of replacing approximately 370 feet of seawall bounded more or less by the end of the recently constructed new seawall north of Constellation Road on the south and Rexhame Road on the north, and further to allow any unexpended funds from the work described above to be used for additional seawall reconstruction work at other location(s) as determined by the Board of Public Works and further vote to authorize the Board of Public Works to assess betterments against those parcels of land specially benefited by such improvements in a total amount not to exceed 20% of the cost of such improvements, including interest on any borrowing therefor. And will the Town further vote to direct the Board of Public Works to seek such matching grants, gifts or reimbursement of such costs as may be available from the Commonwealth of Massachusetts and/or the Federal Government and their various agencies, or take any other action thereto.
The Seawall Committee recommends the passing of the following wording:

DPW Special Town Meeting Article 2
1. To amend article 1 as voted at the Special Town Meeting of August 2, 2010 by adding at the end thereof the following new sentence: "The Board of Public Works is authorized to assess betterments against those parcels of land specifically benefited by such improvements in a total amount not to exceed 20% of the cost
of such improvements, including interest on any borrowing thereof."; and
2. To petition the General Court for a Special Act pursuant to Article 89 of the Amendments to the Massachusetts Constitution ( Home Rule Amendment) which act shall authorize the Marshfield Board of Public Works to assess betterments to offset the costs of the recently completed replacement of approximately 510 feet of seawall bounded more or less by the end of the new seawall north of Constellation Road to Farragut Road on the south against those parcels of land specially benefited by such improvements in a total amount not to exceed 20% of the cost of such improvements, including the interest on any borrowing therefore. The provisions of Chapter 80 of the General Laws shall apply to the assessment of such betterments except that the requirements of Sections 1 and 2 that an order for the assessment of betterments and an estimate of the amount thereof
The Seawall Committee recommends against the passing of the entire article.
DPW Regular Town Meeting Capitol Funding Request
The DPW requests $1,000,000 in capitol funding to be used for seawall replacement and/or maintenance
The Seawall Committee recommends the passing of the entire request.
